For the Convenience of residents of Park West, the following Guidelines have been affirmed by the PWCA Board of Directors in outline form below. These Guidelines are not to be construed as a waiver of the provisions of the PWCA Covenants, Conditions and Restrictions.
Only the original paint colors, as designated by
Richmarr, are acceptable.
B.
McCormick paint is recommended to avoid
discrepancies in color over the lifetime of the paint.
C.
Paint color approval by the Architectural
Control Committee (ACC) is required prior to the commencement of painting.
D.
Paint swatches are available for members to color match.9
E.
The PWCA Website contains the list of residences and color scheme for each. CLICK Here for acceptable colors for each residence.8
F.
All trim must be painted or wrapped -- siding is not approved for use to cover any trim4. When replacing windows, window trim will match the trim color specified for the townhome.6
II.
Storm Door Style and Color
A.
"Full-light" storm doors are
recommended (full glass or screen).
B.
Storm doors will match either the front door color, the trim color, or (if shutters are to either side of the front door) the shutter color specified for the home.9 Exception: Carriagepark Road and Carriagepark Court (the "Portals Section") also permit "full light" black storm doors as an alternative.2
C.
Storm doors with simple grills are authorized if the grill matches both the storm door and front door color.8
D.
All storm doors and storm door colors must be
approved by the ACC prior to installation.
III.
Decks
A.
All deck plans must be approved by the ACC prior to
submission to Fairfax County.
B.
All deck plans must be approved by Fairfax County;
building permits must be obtained and displayed prior to and during construction.
C.
No staining or painting of decks is permitted.
Maintenance of natural color recommended by applying colorless sealant.8.
D.
Decks should be properly maintained and
routinely cleaned.8
IV.
Sheds
A.
Wooden sheds are permitted.
B.
Small "Rubbermaid" type or vinyl sheds are also permitted.6
C.
Shed style, size, and color must be approved by the ACC
prior to installation. Color must match the paint color of the siding on the house. In principle, shed height should not exceed the height of the fence (a maximum of 72").6
D.
Full fence installation is required with shed
installation.
E.
Sheds must be properly maintained and painted or stained as needed. If stained, maintenance of natural color recommended by applying colorless sealant.8
V.
Fences
A.
No painting or staining of fences is permitted.
Maintenance of natural color recommended by applying colorless sealant.
B.
New fences must be approved by the ACC prior to
installation.
C.
All vertical board fences must have an appropriately placed gate that is constructed in the same manner as the fence and must be properly hinged and able to be securely closed.8
VII.
Townhome Exteriors
A.
Wood trim, wood shutters, doors, and siding must be painted regularly to prevent fading, rotting, and peeling of existing paint. Vinyl shutters should be cleaned regularly.8
B.
Exterior wrought iron must be painted regularly with gloss black paint.8
C.
Exterior should be maintained; broken items (e.g., shutters, windows, screens, storm doors) should be repaired promptly.8
VIII.
Townhome Lot Maintenance
A.
All front and visible side yards must be free from weeds and be presented in a well maintained, safe, clean, and attractive condition at all times.8
1.
Garden beds shall be kept free of weeds. The Environmental Committee recommends mulching to deter weed growth.
2.
Hardscapes (e.g., rocks, pavers) shall be kept weeded.
3.
Lawn areas shall not exceed six (6) inches in height. All edges (e.g., walkways, sidewalks, walls, fences, garden beds, trees, shrubbery) shall be kept neat and presentable through trimming or edging.
B.
Front door entryways, stoops, stairs, front yards, and side yards shall not be used as storage areas (e.g., trash cans, recycling bins, bicycles, wood piles)8
C.
Trees, Shrubs, Bushes, and Greenery.8
1.
Shall be maintained in good health.
2.
Shall be pruned or trimmed to remain clear of sidewalks, pathways, lamp posts, signage, and cable/telephone boxes. Overhanging limbs should be at least seven (7) feet above ground to allow sufficient clearance for sidewalks, pathways, and parking areas.
3.
Shall not impede drainage.
4.
All debris shall be collected and removed in a timely manner in accordance with the Yard Waste Recycling rules.
5.
Any dead trees, shrubs, bushes, or greenery on the homeowner’s lot shall be removed promptly. For trees covered under Article VI, Section 6, Item (i) (measuring in excess of six (6) inches in diameter two (2) feet above the ground) those specific trees shall not be removed before receiving written notice from the Environmental Committee.
6.
Any tree being removed should be removed twelve (12) inches below grade and replaced with a new tree or other such landscaping.7
IX.
Flags
A.
No flag poles are allowed in front yards..
B.
Flag staffs may be placed on secure support in front or rear of residences..
C.
The U.S. flag is authorized for display in accordance with United States "Flag Code" (Title 4 of United States Code).
D.

X.
Holiday/Seasonal Lights
A.
Christmas lights and decorations shall remain outdoors only from Thanksgiving through January 10th of the following year.8
B.
Other seasonal /religious occasion lights shall remain outdoors for a maximum total period of two (2) weeks unless a waiver is submitted and approved by the ACC.8
XI.
Trash & Recycling
A.
Violation of these rules will be subject to a maximum fine of $50.00 per violation. 4
B.
Trash/recycling should be placed only at designated pickup sites and set out no
earlier than the evening prior to or the morning of trash pickup.
C.
Trash/recyclables must not be allowed to
accumulate on the property.
D.
Empty trash cans and recycling bins must be stored inside or in the backyard of townhomes.4
E.
All trash cans must be stored in the rear of your house and off community
property4
F.
No trash can may be placed out before 6:00pm the day before collection and
must be returned to the rear of your home on the evening of collection.4
G.
Trash bags must be dark, heavy duty trash bags. No exceptions.4
H.
Dark, heavy duty trash bags may only be placed out on the morning of collection
before 7:00am.4
I.
The collection of trash will occur on islands and in the corners of community
streets.4
J.
No trash shall be placed in front of homes.4
No exterior alteration or modification,
either under the above stated guidelines or with the PWCA Covenants, Conditions and Restrictions shall be permitted without prior written approval from the Architectural
Control Committee (ACC). Requests should be mailed to PWCA, Attn: Summit Management Services, 8405-A, Alexandria, VA 22039. Approval or disapproval will occur within sixty
(60) days of submission of written request. The ACC shall maintain a file of
approved decks, sheds and paint/roofing colors for review.
